Let me answer your question for myself.

If I'm dealing with some one here on the board the chips usually go out as soon as the deal is put together. People here who I have delt with will attest to this.
If I'm dealing with someone on ebay, and they tell me they are a member and tell me their member #, than as soon as the check is received I send the chips.
If I'm dealing with someone on ebay and they are not a member or they don't let me know they are a member, than I hold the check 7 to 10 days.
