You are correct, John. I have colors from the "1" table for that 1995 set.
Besides table numbers and no city, it has gold letters outlined in black, on the rim.

The 1996 issue had no numbers, city & state and silver letters outlined in black.

Dick scanned the 3rd issue, 1999 and 4th, 2000.

Is there a black flame on silver, 3rd issue? The ones I have seen with the other 3rd issue chips are 2nd issue black flame on silver.

I'm not sure of the amount of tables & colors for each year. Does anyone know for sure?
