My reference to "use permit restrictions" was to the common use by local governments of "use permits" (a form of zoning ordinance) to either restrict or prohibit certain activities in certain locations. Common examples include restrictions on alcohol and tobacco sales near schools, restrictions on where adult entertainment can be conducted, and so on. This is, essentially, what my proposal would do.

I don't agree with the apparent meaning of the word "ban" as you are using it. To me, "ban" means total prohibition (i.e., the club prohibiting members from owning, buying or selling slabbed chips). That is NOT the effect I would like to see achieved. I WOULD like to see chip slabbing killed in its infancy.

Wow! I can't imagine why you think I would agree with that suggestion. I just reread the constitution, bylaws and Code of Ethics and see nothing which would give the club that kind of authority. I don't think the club could impose such a prohibition. And, even if it could, I wouldn't favor imposing it (even though I would like to see all dealers choose not to sell slabbed chips anywhere anytime). This is not an ethical issue (regarding which I think the club can make rules which apply anywhere anytime -- there are several in the Code of Ethics).

The simple answer to that is, as I have already said, I don't think the club has the authority, within its own rules, to do that.
