My understanding is the restrictions on building hotel rooms and restaurants are from the city and the existing merchants in the downtown/French Quarter area. They were doing fine before the casino opened and will probably not be too sorry to see the casino disappear, although they do get business from the comps that Harrahs grants to their players. The key is the $100 million annual state gaming tax, which would have to be cut way down in order for a casino to survive there.
