Welcome to The ChipBoard. These chips are very similar to the "Plantation" chips attributed to Hot Springs, Arkansas. You can see pictures of the H.S. chips at Ed Hertel's site. Follow link below.

Value of illegal chips is pretty subjective, and since I'd be interested in purchasing a few or all of these, I'll leave the valuation to someone else.
