Your policy regarding chip issues has all but turned me off on collecting Hard Rock chips!! Anything you do in the future cannot "undo" the harm already done to collectors. Wanna make collectors happy and the "newly created dealers" mad?
Re-issue all those super-low minted chips to the collectors at reasonable quantities! Make the Hard Rock lots of $$$, make collectors WANT to continue their HR collections, teach those who "jumped" and the new "dealers" a lesson.
