If ebay really wants to stop off-line trading then they should not offer the reserve type of auction. Many sellers "fish" for potential buyers with absurd reserves and a "low-ball" opening bid then when the auction is over, contact the high bidder for a sale thus saving ebay fees.
It's sort of like the Garden State Parkway wanting to catch toll violators and still have un-manned token booths!!
