I don't think that the 50 cent pieces were ever destined for use. It seems that the Franklin Mint would make for example 5000 $1 tokens at $.10 each for a total of $500. They would also make 1000 $.50 tokens for their use only. Since your casino had a liability of $500 for the $.50 tokens, the casino would not have to pay for the $1 tokens. Does anyone else remember this type f story?
