Now I don't know how the chips would be graded with autographs - but I can compare it to baseball slabbing.
A Company called Advanced Grading Specialists does NOT accept autograph cards according to their submission section unless it comes from the factory already autographed.
I use to collect baseball cards and quite prior to the slabbing taking start in the hobby. but looking on E-bay if I want to sell my cards I now have to take that time spent investing them these years and have it slabbed to get my "true" value out of it. I thought it was a hobby.. Guess I was wrong. Besides chip collecting is much more interesting. If slabbing does start then at least I've been in this long enough to remember what it was like without plastic covers with the name already on the label. No need to look it up. To find out where it was from.
I guess I honestly don't have an opinion yet either way. but I know there is nothing wrong with the way it is. So if it's not broke why fix it. If there are new collectors now willing to learn, then there obviously not interested in this hobby. And shouldn't spend the time to learn.
As far as I am concerned with ICG or others like them - wish I thought of it first. :)
