This presents a problem of converting between U.S. and Canadian funds. They solve this problem by having two sets of chips, U.S. and Canadian. If you buy in with U.S. funds you get U.S. chips, Canadian funds get Canadian chips. This means that the only ones who have to worry about the exchange rate are the cage workers, and players can whip out more money and buy more chips without having to leave the tables or interrupt the game.
This seems like a pretty common-sense solution to the problem. Is it common at other border-area casinos too?
