If the auction said actual shipping then I think you should expect to pay actualpostage plus the cost of the package (not a packing fee, but the cost of the actual package and packing material).
In this case the seller is charging $3.49 for shipping. Certainly that is way out of line for a small bubble packed envelope. On the other hand some sellers send everything by priority mail. If that is the seller's intention this is $.29 overcharge which may be explained by the Seller just trying to keep things easy and round the figure. That may also be why he is overcharging for insurance.
This doesn't justify these charges, but maybe if you communicate with the Seller you can see what is going on and resolve the matter.
