(I would say that chip #2 & #3 are from the same club, with chip #2 charcter at 3 o'clock = digit 1 [or value 1) and chip #3 charcter at 3 o'clock = digit (or value) 5. Chip #1 may be from the same club as chips #2 and #3)

Chip #1 - I do not think that this is "1" but may rather be 1st. They use a different numbering system for ordinal numbers (1st, 2nd 3rd, etc) then cardinal numbers (1, 2, 3, etc). A great significance is associated with items that are denonted 1st. Example. Japanese coins are dated according to the year the emperor gains the throne with the first coins always labeled as 1st year of ###-####. After that, is then goes to Year 2 of ###-####, Year 3, etc.
Chip 2 does have the digit 5 as the left most character but I do not know off hand what the character on the right is.
