Mark Lighterman is busy scanning the HCE records to a CD.
Here is one he sent me. Like the Mason cards it raises almost as many questions as it answers. I sent the card to Archie as I had never seen the chip. Here is his reply. Steve Piccilo, what do you think?

Boardwalk Regency. Yes, I've seen a white chip with that imprint on it.
If I recall correctly, it had a diamonds mold. I always thought it was a
shoe chip as it is printed on only one side.... as the note on your file
card indicates. However, I don't see where there would be a need for 7200
shoe chips! <g>
I'll try to locate the actual chip and send you a color photo copy. The
delivery date is interesting in that the casino opened nine months earlier,
in June of 1979. Brenda suggests that perhaps these chips were made for
gift shop use.... hence the "Bloomingdales" reference?
Maybe Steve Piccolo would be able to shed some light on this mystery? He
specializes in Caesars chips and is very knowledgeable about "early" A.C.
casino history. I would suggest contacting him.
