It is a commercially done quarter, not done by the US Mint, someone trying to make a buck selling them, much like the colorized stuff you see in the back of the newspaper ads. Put it into a slot machine out there and hope you hit the red, white and blue 7"s. If you are interested in the quarters go to the US mint home page, can buy them there at a resonable cost>
