As far as I know, it's up to the tribe, Larry. There's no single gaming jurisdiction that could mandate destruction of Indian casino chips.
The full set from Cow Creek in Oregon was sold on eBay, for instance. There are probably lots of others. They make nice home sets.
I'm not so sure you can depend on Nevada casinos to destroy old chips either. Certainly the Dunes didn't. And it appears Bourbon Street chips got into a dealer's hands after they closed a few years ago. My understanding is there's no law requiring destruction, only a Gaming regulation. Enforcement is only by suspending or withdrawing a license, which is ineffective when a place closes and owners don't plan to open another.
