How serious a snag? I don't know but the North Las Vegas City Council unanimously postponed a vote on gaming and liquor licenses for Stations at Fiesta after a Union Official complained that union employees were not being protected and that 1,000 could lose their jobs. The State Gaming Control Board has already approved the transfer and the Nevada Gaming Commission is due to consider it on Monday. I don't know Nevada law and don't have a clue as to what would happen if NLV Council disapproves even while the NGC does approve.
