BUT
I did see some HCE cards with chips delivered to Syracuse, NY.

We do have the card on the Kips Bay chip confirming Jim Episale's ID as NYC.
Kips Bay is a section of NYC. The card does give the name of the joint the chips were used in. "Joe's Wishing Well." We did not have the joints name prior to the cards.
