I have found Caesars Tahoe to be one of the most accomodating cages for the purchase of collector chips. As always, pick a time when they are not busy. If you are asking for old chips, ask for the supervisor. I've gotten many older chips that way and had nothing but friendly dealings with the CT cage personnel.
