I just read your questions 1, 2 and 3 regarding if
"casino chips" were ever mentioned in the HPA
preparation/discussion prior to final text. Found
them quite amusing, too. <g> Though I was not
present, I'm willing to bet that many, many, many
other numismatic items were not mentiond; thus not
writ into the HPA, but such items would still fall
under the HPA in court when considering their
"association" with the items mentioned.
Please see my other post, below, concerning this
thinking.
Are the colors of automobiles mentioned in what
constitutes an automobile that exceeds the speed
limit? Poor example, of couirse, but still to the
point and humorus in the lack of text regarding
description is not fully needed in any law or rule.
(Sorry, your honor, but the color of the speeding
automobie in question is not written in the law
describing what a speeding automobile is.) <g>
