The issue is not what the ANA (or hobbyists) consider numismatic, but what the statute says is covered in its definition of "original numismatic items".

You've mis-used this term here -- "in exchange" means used for purposes of trade (that is, "exchanged" for goods or services) NOT "in place of" money.
I would be very happy if the HPA DID cover casino chips and I think it would be much the better for the hobby if it did. Use of this statute, as written, to protect against counterfeit chips is a little like using a rubber gun to confront a burglar. It might work, but you sure don't want it being put to the test.
