I'm not so sure about that Archie, here is the text from the act
(3) The term ''original numismatic item'' means anything which
has been a part of a coinage or issue which has been used in
exchange or has been used to commemorate a person or event. Such
term includes coins, tokens, paper money, and commemorative
medals.
I think a fair argument could be made that under this definition casino chips do not qualify under the act.
On the other hand an argument could be that they do.
I guess one question is whether Casino Chips are used "in exchange". Perhaps Commemorative chips qualify but other chips don't?
