White paper that turned yellow by some chemical process would produce the same result, Jim. I find it hard to believe that Paul-son would make an error like this. Do you know of any other recent PS chip that has a yellow inlay such that they would have this color paper in stock? Even the last-issue Hacienda $5 which is mostly yellow, has the yellow produced by screening yellow ink on white paper.
Regarding value, if it were determined to be a one-of-2000 error, I would think it wouldn't be valued more than $20-25. IMO, it takes an error that is more obvious than this to have much collector value (like wrong number of inserts).
