Certainly not done with IOC sanction. I'm not sure whether the protection for the word "Olympics" has changed since 1976 (and/or whether Austria recognized at that time the IOC's exclusive right to use the word), but it's a safe bet that the IOC did not give permission for the use of the word on a gambling chip.
