Noting that this reply may start a LONG thread, here is something to think about:
I'm sure you are aware of some people definition of Crest n Seal - that is: That the base or background material needs to show through the inlay.
If not, then the chips are lithographs... Such as the one's shown below... (Yes which do look like the ones in your image... In fact they are, yet just re-aligned...)
One test for a Crest n Seal (Vs Lithograph - see caution below!!!) is that when one receives a chip that has cigarette burns on it, if it is a Crest n Seal, one can clean the burn marks off using 00 steel wool.
CAUTION: The use of steel wool on a lithograph chip will remove some (if not all) of the lithograph image!!!
