True, Harrah's is not allowed to have a hotel since they are in the French Quarter and that could possibly cut into the hotels business since the Qtr is a HUGE tourist attraction. Not quite sure how it's set up, but Harrah's is not allowed to comp hotel rooms either. There is a way around it, because I got a coupon in the mail for a free night "at Harrah's New Orleans" and it was a room at the Double Tree Hotel. I think the way that works is that Harrah's actually has to pay for the rooms rather than just comp you a room that they aren't really paying for. That way the hotels actually get the same "paying" occupancy as they would if you were to go down there and not get a "free" room from Harrah's.
But my main point in all of that was that no, Hilton Riverside in New Orleans does NOT have a casino on property.
