Circa 1935 a Universal Playing Card Co. produced decks for America, but actually made in Japan. Don't know the U.S. address on their decks.
Also, there was a" Universal Playing Card Co., NYC," that was just a name for some decks made by one of the Russell Playing Card Co, NYC, companies, which was a division of the U S Playing Card Co, Cincinnati.
