Gary; While I can sympathize with your RR plight regarding many abuses taken by some chippers .... I must add that some of the so-called "duplicates" and "triplicates" reported that were placed in your RR before I received it were not duplicates at all. There were three different variations of the Atlantic City Caesars card.... one of which I did not have or know about.... and I promptly removed it to add to my personal collection... among other card variations.
Some card collectors only collect "fronts" of cards and never turn cards over to check the backs. On the face of it, it would appear that the card was a dupe, when in fact it is a variety that is listed in Carolyn Donley's exceptional book. In fact, I found two identical looking room keys in your Hotel Key RR. However, if one turned them over and examined the other side, one would have found that one of them had a Manufacturers Mark and the other one didn't.
Perhaps all RR participants should be required to have a copy of the "Donley Book" before signing up for the RR. Of course there is no book on room keys (yet), but I don't ever recall reading in anyone's RR rules that variations of cards are not acceptable as replacement cards for those that are removed. Personally, I look at every back of every card in RR's.
Also, when I insert a variation of a card, I usually attatch a post-it note explaining the difference(s). It was recently brought to my attention that there are two different Wild Card Series slot cards from Trump Marina. One series (the original series) had a copyright notation on the bottom of the reverse side, while the newer version does not on all eight cards. Now I know that to some collectors that is not important. However, for some to claim that there were duplicates in a particular RR, that were in fact variations, is not fair to insinuate that the person who inserted them is some kind of a cheat. Especially when the variation card is listed in the universally accepted catalog dealing with slot cards.
