They may have thought about buying holders to use to sell the sets as a complete display collectible. Some of the sets also had a stackable edge design on them, so holders wouldn't have made much sense for those sets. They were all (as far as I know) sold at the cage at face value in a baggie. Early on you could choose what variety you wanted. I probably bought 10 sets, had at least one of every set made, gave my last set to Katie at the convention as part of her "just because" chips.

You are probably right there. Chipco also made the Bronco Billy's $1 enameled chokens, and they ended up in both varieties. If I remember right, the medal alignment is the rarer of the two.
