Don't know who is the best since I've only used one ISP for the past 5 or 6 years. That provider is AOL. For the same monthly fee, you can have 10 megs of space. And that can be increased for no extra fees but it will entail a banner added to the site. AOL appears to have corrected the problems it had several years ago since I no longer experience long waits to gain access and I'm rarely booted off-line anymore.
