How about using Apache helicopters on crack houses? AND- Tomahawk cruise missils on the drug lord estates? Not real cheap but no risk of losing the enforcement officers. The Tomahawk could also be used to hit the off shore banks that accept drug money to launder.

Probably cheaper than buying and adminstrating drugs for a percentage of the population.
