The Arizona sheriff, BTW, runs a jail, not a prison (yes, there is a difference). And not even all penal authorities agree with his approach to running a local detention facility. All of the people there will be released in a year or less. There is a serious question whether exposing local prisoners (many of whom are locked up for victimless and/or non-violent crimes) to the harsh atmosphere he creates will do more harm than good in the long run.
