I wondered where the money was coming from also but I know that I spent at least $500 just getting into the attractions. Some of that money is used for restoration. Also remember that the government still owns most of the property so they are probably responsible for maintaining it. If they ever get their act together and get the economy moving it would be a big help to the world economy. At least they are still trying to preserve things that can't be replaced. One example is the law that requires all pieces of natural gold ore larger than one pound (which is mined in Siberia)to be saved and displayed in the Diamond Fund Museum. They currently have several hundred pieces on display.
