Hi Bill, thats pretty much the way it gets up there. I've also been up there when it was like that. Standing on to[p od the rim snow bank, looking out toward the lake and can't see it.! It was early July this year when the road crews got the Rim road cleared of snow enough to drive around the lake.
We are about 40 miles south / south east of there at 4300 ft elevation. We get cool(40) at night and warm (85)durring the day. Humidity is around 15% average precip. is 12 inches a year, almost all in snow.
The other day Clyde and I went to the grocerie store and we got nicely peppered with 1/4" hail. You just never know what your going to get here. But it's usually good. 300 days of sunshine a year. We love it.
More than you all wanted to know about the Klamath Falls area, I'm sure. OK, one more thing, we have the Klamoya Casino just 20 miles north of us and Reno is just a 5.5 hour drive to the SE.
