Auction cancellation

At the risk of appearing totally uninformed, I have this question: On eBay, can a seller cancel an auction on his or her whim? If the seller has not bothered to protect himself with a reserve, is it against any of eBay's rules (or, for that matter, unethical) to cancel an auction because it has not received enough "interest?"

I was under the impression that a valid reason was needed to cancel an auction, but I seem have been mistaken... see the link below, and click on the bid history. The rules within eBay are rather vague about this, and I suppose that anyone can just list an item to test the waters and not worry about attaching a reserve price.

Does anyone know the real rules? Should I be upset about this, or is this an everyday occurrence? Any thoughts?
