There is a nifty little program called ping plotter that can help you figure out just where the problem is originating from. You can download the program at

You probably already know this, but for those who don't, all the data sent back and forth between your home computer and the web site that you are visiting travels between several different servers on it's way to and fro. For example, I just checked, and right now the data I'm typing is passing through 15 different servers before it gets to the server that actually runs the software for The Chip Board. Any one of these servers in between can cause a major slowdown to your data.
Ping Plotter sends out a small amount of data to the web site that you are trying to reach. It then records and graphs the time it took the data to move from server to server, waits a specified amount of time and does it again, giving you a "picture" of the path your data is taking and where any bottlenecks might me. I use it all the time.
