Where is Eisenstadt, Benedict or Meyers when you need them.
This is no definition but I'll give some characteristics.
Paste-on is easy. You could peel paper off chip. It is on the surface, not inlaid.
Litho inlaid (NOT true crest and seal) is much more difficult. If the chip is dirty and you try sandpaper, good chance the picture is gone, sanded off. Also, the center inlay generally will have a different texture then the rim portion of the chip.
A crest and seal has clear celluloid over the inlay. A dirty C&S could be sanded clean without destroying the inlay. The inlay and the rim has the same smooth texture as if the inlay and the rest of the chip was one piece.
