It is part of a rather common set. If you look in the 4 corners of the metal filligree, you'll find a "c", an "e" and a "p". I thought they are from the Casino Ellyses (sp) Palace in France. John Benedict says, "Not so." As of now, we don't know where they were used, but many have been found.
