After reading all the notes and points of debate, I have to agree with your view. What's more surprising is how it became such a large issue. It's very simple and works. If someone or some group wants to be a "Chapter" of the parent orginization, they must be members. That's it!
If chip collectors of Timbuktu want to have a club and be part of the CC>CC, fine. If they want to have non-members included, they should form an independent club.
You can't have the benefits of the national, without demanding that all chapter members are also national members.
Hint: Timbuktu Chapter of the CC>CC meets on Wed. nights at 8 PM at Pete's American Bar. Timbuktu Chip Collectors Club meets on Wed. nights at 8 PM at Pete's American Bar...

Think about it. What national group, Assn. or club allows non-members all the benefits of membership? It just doesn't make sense.
