How about creating a new class of membership, "Chapter Member", which would pay chapter dues and a nominal ($1?) fee to "national" to signify their acceptance of the ethical standards of the Club and to cover any need for dispute resolution, etc.? They could advertize themselves a members & use the Club logo. They would not receive the magazine, attend the convention or vote on Club issues or elections.
