While true John, that's a bit of a stretch. I don't know if any chapter has ever requested funding from national for a local chapter special project. A non-member of national would have to have a huge set of golf balls to make such a request of their local chapter, the local chapter would have to have a similar set of golf balls to present it to national for consideration, and even if that were to happen, it would have to be approved by the BOD. Given that the number of non-members is so small, I just don't see that happening.
