No subsidiary organization should be allowed to exist if it's Controlling Documents do not conform to those of the superior organization. Colorado should never have been given a charter in the first place. By not voting to change Colorado's documents your "chapter" confirmed it's own non-existence. I can understand the Board's interest in bringing a renegade group back into the fold but they took the wrong approach.
Crying "poor" doesn't cut it either. $20 a year for dues is dirt cheap. Almost all collectors spend more than that in a week on chips. Anyone who can't afford $20 a year for dues, can't afford to spend ANY money on chips either.
