I haven't seen a sign in LV for years ( chips cannot be removed from casino ), especially since they have been making "collector" and/or "limited edition" chips.
In recent years, chips can be obtained by simply going to the cage. My guess is something changed in the regulations and someone with more knowledge may shed some light on this.
