>>Club dues are now going to be provided to assist chapters performance which will benefit non-members.<<
What exactly does national do that benefits the local chapters? As a chapter we receive a copy of the quarterly magazine. .....what else?
>>Non-members will sail under the club's colors and name.<<
Huh?
>>Why would any chapter who would suggest and allow such action as being in part separate from the club even report an ethics problem to the club?<<
Looks like you are now questioning the ethics of chapter officers. The Colorado chapter, the first local chapter formed (I think), has never required its members to join national. We include a membership application for the national club with our chapter application, encourage our members to join national, but will not make it manditory. The ANA doesn't dictate that every member of the CC & GTCC (an ANA chapter) be a member of the ANA, so why should the CC & GTCC impose such a requirement?
>>Why would any chapter even want a non-member to be part of it?<<
Why exclude people who's only collecting interests are of a local nature? Often, people who join just the local chapter eventually join national too. Think of it as recruiting, with a "let them decide for themselves" attitude.

Bob
