Actually unless it was changed the rules provide that a chapter must provide:

i. an affirmation that the Club's Code of Ethics will be adhered to by the chapter and its members, and that a copy will be given to each chapter member upon that member's joining the chapter.

So your concern about the ethics code is already addressed. Perhaps a change needs to be made that any person who is not qualified for Club membership may not be a chapter member so that Any member removed from the club would also be removed from teh Chapter.
