Took the time to read the whole by-laws. This is what it says and is pretty clear. Chapter members must be CC>CC members, which is what it ought to be.

3. Collectors who are members of the Club are eligible for Chapter membership. Collectors may apply for membership to both the Chapter and the Club at the same time, but collectors who are not members of the Club shall not be eligible to be members of Chapters.
