My reaction is that membership in a local or specialty chapter should not be avaialable unless the person is a member of National. I understand that this is not prohibited by the Constitution or By-laws but it should be. Few organizations exist in which persons can be members of local clubs without also being a member of the national organization.

However, I like the idea of specialty chapters.
