I've seen a few of what I THINK you are referring to. They look like the 'regular' cardboard holders but the ones I have seen have peelable tabs INSIDE of the flip. When ready to use them, you pull off the paper tabs and the adhesive is exposed... then you insert the chip and fold the flip over to seal it. It gives an airtight seal and they cannot be opened without destroying the cardboard.

They give a nice 'clean' in a collection. I have not seen them in years.
