Bob --You said "Carl got screwed". I do not see how you arrive at that conclusion. If, in fact, the package arrived and "showed evidence of tampering", how can the seller be at fault? While I agree with the idea the the seller is responsible for delivering the goods, let's face reality. Very few sellers will provide insurance or guarantee delivery. As long as insurance was offerred & declined, Carl's beef is with the post office, not Dean. The package was obviously mailed. That's my thought, can you help me understand your logic?
