I do what you suggest. I'll add this:
I use standard 2" clear acrylic sealing tape, a standard heavy table top tape dispenser (I like this luxury; it comes in handy), some cut up cardboard strips and the #10 envelopes. And, of course, the cut up bubble wrap mailers or foam cushioning strips. So I sandwich the chip inside the cushioning and the cardboard strips, and then secure the whole thing with the tape. Then I tape the chip package to a sheet of paper, which I fold in thirds and put it in the envelope.
I like using the cardboard, which I think gives extra protection to the chip and prevents the envelope from being folded (I write "don't fold" on the envelope, too). When I have several chips to mail, I put them in a line of slot spaces from a cut up plastic page -- those standard pages that have 20 or 30 slots for chips or flips.
