I think two approvals proves there was no "error" at all. Why would a word printed in reverse be a problem for gaming? Were all required elements present and correct? Denomination, casino name, city, state? What's "improper" in gaming's view with having fun with the subject of the commemoration?

In my opinion, the two chips were entirely on purpose. Just opinion.
